Does the Lemon Law apply to used cars?

No, it doesn’t. The Lemon Law only applies to new cars. However, this doesn’t mean you can’t proceed against a car dealer or individual who sells you a used vehicle that breaks down. There is federal law that protects warranty holders if part of the manufacturers warranty is still in effect. You may have a cause of acton against a warranty company for a second warranty you purchased. And auto dealers may be held liable for failing to disclose defect which they could or should have discovered during a reasonable inspection.
